About this opportunity

The City of Salem, Oregon is requesting proposals for Construction Manager at Risk (CMAR) services for rehabilitation of North Primary Digesters No. 1 and No. 2 at the Willow Lake Water Pollution Control Facility, with proposals due August 11, 2026 at 2:00 p.m. local time and a mandatory pre-proposal meeting and site tour on July 28, 2026 at 9:00 a.m. at the facility Process Control Building in Keizer, Oregon.

Proposers must be registered with the Oregon Construction Contractors Board and hold current valid contractor licenses. The scope includes interior cleaning and safety assessment, interior coating inspection and deteriorated concrete/coating removal, cementitious repairs and application of corrosion-resistant coatings, roof and ceiling crack repair and roof coating, and miscellaneous structural and equipment repairs within the two 1964-constructed digesters. The CMAR will first participate in Pre-Construction Services under a separate contract, progressing through 50%, 90%, and 100% design submittals, followed by construction execution. The CMAR may self-perform no more than 40% of the work and must provide detailed cost breakdowns for subcontractor and self-performed portions. All construction work is subject to Oregon State prevailing wage requirements.

The Engineer's estimate for initial phase construction is approximately $2.5 million, with total recommended capital improvement project cost (including administration, design, and construction) estimated at $4.5 million. Digester No. 2 completion is targeted for October 29, 2027, and Digester No. 1 for October 27, 2028. The CMAR must provide 100% Performance Bonds and 100% Payment Bonds equal to the Guaranteed Maximum Price.

Technical proposals are evaluated on a maximum of 200 points covering firm experience, project approach, cost estimating capabilities, economic participation, and references, with interviews potentially adding up to 100 points. Fee proposals are submitted separately and sealed until negotiations commence with the highest-ranked proposer. If negotiations fail with the top-ranked firm, the City reserves the right to negotiate sequentially with the next-highest-ranked proposer. The anticipated Notice of Intent to Award is September 22, 2026, with Pre-Construction Services Agreement anticipated by October 20, 2026.
