About this opportunity

The City of Farmington Hills is requesting proposals for Construction Manager at Risk services to manage design, bidding, and construction of a new Activities Center, with proposals due October 13, 2026 and a mandatory pre-submittal meeting on September 21, 2026 at 9:00 a.m. at Costick Activities Center.

Respondents must demonstrate eight years of experience as a head Construction Manager, including specific pool natatorium experience; successful completion of three comparable projects within five years; a documented Quality Assurance/Quality Control program operational for at least five years; and prior experience with Guaranteed Maximum Price contracts. These qualifications are binding eligibility thresholds.

The scope encompasses preconstruction services, design team support, bid solicitation, development of the Guaranteed Maximum Price, construction administration, and post-construction commissioning for a new 37,000–40,000 square foot facility replacing the existing Costick Center. The facility will include recreation administration offices, gymnasium, locker rooms, pool natatorium, multipurpose rooms, commercial kitchen, and associated site and utility work. The estimated construction cost is $25,000,000. Proposers must submit not-to-exceed fees for preconstruction, construction phase services, and general conditions. The City anticipates establishing the GMP by May 2027, with construction beginning October 2027 and substantial completion expected January 2029. The contract term extends one year after the facility becomes fully operational, representing an estimated 16-month construction period plus pre- and post-construction phases.

The City will evaluate technical proposals on a 100-point scale and conduct interviews with shortlisted firms. Performance Bond and Labor and Material Bond, each equal to 100 percent of the contract price, are required. The agreement will utilize AIA Document B133-2019 and AIA Document A201-2017. Ten percent retainage is withheld from invoices during construction, capped at five percent of total services. The City reserves the right to negotiate terms, request best and final offers, and reject any or all proposals.
