About this opportunity

The Town of Erie, Colorado is requesting proposals for construction management services on the Coal Creek Channel Restoration and Flood Control project (P23-644CM), with electronic proposals due October 15, 2026 at 1:00 p.m. through BidNet Direct, and a pre-proposal conference scheduled for September 22, 2026 at 9:30 a.m. at the Town of Erie Council Chambers.

The scope comprises construction administration, project engineering, inspection, and material testing services for stream restoration with biostabilization, relocation of Coal Creek, replacement of County Line Road and Kenosha Road bridges, roadway reconstruction, and relocation of town utilities including storm sewer, potable and reclaimed waterlines, sanitary sewer interceptor, and fiber lines, concurrent with trail and walkway improvements. The consultant must complete Federal FEMA construction documentation and coordinate with the Colorado Department of Homeland Security and Emergency Management, Mile High Flood Control District, Boulder County Open Space, and multiple utility companies.

Proposals are evaluated on qualifications (30 points), past experience (30 points), and project understanding and approach (40 points). The proposal must not exceed 12 pages excluding cover letter and appendices and must include a separate sealed fee proposal detailing not-to-exceed fees for each phase, man-hour allocations, anticipated expenses, and hourly rate schedules. The Town will interview the top 2–3 ranked firms and open sealed fee proposals only for the top-ranked firm. Insurance requirements include workers' compensation; commercial general liability ($1,000,000/$2,000,000); automobile liability ($1,000,000); professional liability ($2,000,000); pollution liability ($1,000,000); property insurance equal to completed project value; contractor's equipment/inland marine coverage; cyber liability ($1,000,000); and umbrella coverage ($2,000,000).

The anticipated Notice of Award is November 11, 2026, with project completion expected in the third quarter of 2028. The Professional Services Agreement will not be executed and Notice of Award will not be issued until the Town approves the selection and FEMA provides construction funding authorization. The contract is contingent upon annual appropriation. Written questions are due October 8, 2026 at 1:00 p.m. through the Rocky Mountain E-Purchasing System, with answers provided by October 9, 2026.
