About this opportunity

Broome County Land Bank Corporation (BCLBC) is requesting qualifications for construction management services supporting the Affordable Homes Program, Vacant Rental Program, and other Land Bank initiatives, with submissions due October 27, 2026 at 4:00 p.m. A 30% Minority / Women Business Enterprise (MWBE) participation goal applies.

The scope encompasses comprehensive construction management across the BCLBC's portfolio: construction inspections for compliance with contract documents, review of test results, payment applications and drawdowns, management of requests for information, change order review and negotiation, schedule tracking, and construction coordination and progress meetings. The Construction Manager will administer all construction contracts on behalf of the BCLBC and attend periodic meetings with the Land Bank, consultants, contractors, and subcontractors throughout bidding and renovation project duration.

Evaluation is weighted as follows: quality and completeness of submission (10 points), qualifications of the individual or firm (35 points), relevant management experience and capacity (35 points), past record of performance with Land Banks or related non-profit organizations (15 points), and M/WBE or Service-Disabled Veteran Owned Business certification (5 points). The BCLBC may award multiple contracts and reserves the right to terminate contracts at any point during the contract period.

Prior awards for similar services have been made to Construction Management Associates, Brittany White SEPP Group, and First Ward Action Council. Questions are due October 20, 2026 at 4:00 p.m. The anticipated selection date is December 15, 2026. Submissions should address statements of interest, evidence of qualifications with other New York Land Banks or similar organizations, resumes of assigned personnel, client and project lists, minimum three professional references, cost structure for additional reimbursable work, completed EEO/MWBE forms, and Non-Collusive Bidding Certificates. The solicitation encourages responses from Section 3 Residents, Section 3 Businesses, Small Business Enterprises, and Labor Surplus Area Firms.
