About this opportunity
Quitman County Board of Education is requesting qualifications for Construction Management at Risk services for the Athletic Facility Improvements project in Georgetown, Georgia, with Statements of Qualifications due July 14, 2022, and a mandatory pre-proposal conference on June 23, 2022, at 3:00 p.m.
Attendance at the pre-proposal conference is mandatory; failure to attend results in automatic disqualification. Proposers must hold a valid Georgia contractor's license, maintain sufficient bonding capacity, carry current liability insurance with specified coverage limits, meet a current ratio of at least 1.0, and maintain a Worker's Compensation Experience Modification Rate of 1.2 or less. No history of termination for cause on public works contracts is permitted. Compliance with E-Verify requirements and the Georgia Security and Immigration Compliance Act is required.
The scope includes construction of new baseball and softball fields with dugouts and fencing; field lighting; a scoring tower with concessions and public restrooms; an 8-lane, 3-inch thick asphalt track with natural grass infield suitable for future football or soccer use; field event areas for long jump, shot put, discus, and high jump; and new driveway and parking infrastructure. The project budget is established at a Stated Cost Limitation of $2.2 million. The CM contractor is responsible for evaluating scope, developing a budget, and prioritizing needs in collaboration with the Owner and Architect to determine which projects fit available funding.
The contract will be structured as an Actual Cost plus Fixed Fee not-to-exceed Guaranteed Maximum Price (GMP) Agreement using AIA Document A133 with AIA Document A201-2017 General Conditions and Owner modifications. All savings under the GMP revert to the Owner. The CM contractor performs preconstruction services including technical review, cost verification, value engineering, and schedule development, then manages construction through competitive subcontract selection subject to Owner approval. Preconstruction services are expected to begin upon contract execution, with construction commencing in winter 2020.
Proposers must submit one original and nine hard copies plus one electronic PDF of their Statement of Qualifications, with a separately sealed fee proposal. Written questions are due July 7, 2022, at 3:00 p.m. Selection will be based on qualifications evaluation, with fee negotiation occurring only with the highest-ranked firm.
