About this opportunity
The School District of Manatee County is soliciting Construction Management at Risk (CMaR) services for two elementary school prototype projects: Artisan Lakes Elementary and Rye Ranch Elementary, each designed to accommodate 982 student stations. The procurement involves comprehensive construction management services for two new school campuses, utilizing a prototype design developed by Harvard Jolly, Inc. based on Collier County Public Schools' Bear Creek Elementary School model. Key submission deadlines include September 18, 2024 at noon Eastern Time for proposal responses, with subsequent evaluation milestones including a short-list evaluation committee meeting on October 2, 2024, and oral presentations scheduled for October 21, 2024. The selection process employs a rigorous point-based evaluation system totaling 150 points, assessing factors such as project experience, staffing capabilities, local subcontractor participation, project approach, and team qualifications. Proposers must submit electronic responses through VendorLink, with a maximum of 60 pages, and demonstrate compliance with various federal and state regulations including background screening, insurance requirements, and anti-discrimination policies.
The solicitation encourages participation from local subcontractors and minority, small, and women-owned businesses, with specific provisions for M/WBE participation included in the scoring criteria. Proposing firms must comply with multiple state requirements, including drug-free workplace certification, debarment restrictions, employment eligibility verification (E-Verify), and anti-discrimination provisions. The construction budget is approximately $65,000,000 for each school project, with the district exploring the possibility of awarding both projects to a single Construction Manager to potentially create economies of scale. The projects are located in Manatee County, with Artisan Lakes Elementary sited on the south side of Buckeye Road and Rye Ranch Elementary situated within the Rye Ranch area. A short-list of six firms has been identified through the initial evaluation, with Gilbane Building Company, Skanska USA Building Inc., and The AD Morgan Corporation among the top-ranked candidates. The anticipated design completion is targeted for January 2025, with construction completion expected by May 2026.
