About this opportunity
The Town of Huntersville in North Carolina is requesting letters of interest for construction engineering and inspection services on the Gilead Road West widening project (U-6106), with federal-aid funding through the North Carolina Department of Transportation, and letters due October 30, 2026 at 2:00 PM. The solicitation encourages Small Professional Services Firm and DBE/MBE/WBE subconsultant participation on a race and gender-neutral basis.
Firms must be pre-qualified by NCDOT to perform work codes 00195 (Roadway Construction Engineering & Inspection), 00233 (Structures Construction Engineering & Inspection), and 00289 (Signal Systems Inspection). All engineering personnel must hold active North Carolina Professional Engineer registration. The selected firm must carry Professional Liability insurance with minimum $1 million coverage.
The scope spans construction administration and materials testing over a 40-month construction contract period, anticipated to commence February 4, 2027. Construction administration includes preconstruction and progress meetings, daily site visits (approximately 8 hours, Monday through Saturday), shop drawing and submittal review, pay application and payroll evaluation, project record maintenance, and as-built documentation. Materials testing comprises soil verification, concrete monitoring and cylinder testing, and asphalt placement monitoring with laboratory core testing, all per 2024 NCDOT Standards and Specifications. The contract uses a "Not to Exceed" payment structure with all CEI Direct Expenses—including a required 4-wheel drive truck, tools, equipment, fuel, office supplies, and technology—covered over the 40-month term. Subconsultants are permitted.
Letters of Interest are limited to 15 pages (excluding RS-2 forms) and evaluated on reputation and experience (20%), proposed project team (25%), project management approach (15%), and project understanding and approach (40%). The selection committee will shortlist a minimum of three firms for interviews, with firm selection expected by December 4, 2026. Questions are due October 15, 2026 at 5:00 PM; the final addendum issues October 21, 2026.
