About this opportunity
The City of Sandy Springs, Georgia, is seeking a qualified consultant through a Request for Qualifications (RFQ) to provide Construction Engineering and Inspection (CEI) services for the PATH 400 Trail Extension Phase II (PI No. 0021223), a project located in Fulton County along the GA 400 corridor. This two-phase selection process requires Phase I submissions of Statements of Qualifications due January 30, 2026, at 2:00 p.m., with prospective offerors required to submit questions by January 22, 2026, at 5:00 p.m. The project involves construction of a multi-use shared path extension connecting to the existing PATH 400 regional trail system and includes comprehensive scope elements such as grading, drainage, retaining walls (including mechanically stabilized earth walls), structural components, erosion control, utility coordination, water distribution system installation, lighting infrastructure, landscaping, and other associated improvements. The selected consultant will oversee contractor activities, perform inspections, document materials and quantities, ensure compliance with GDOT Standard Specifications and federal/state requirements, monitor traffic control and environmental compliance, and provide project reporting throughout the construction period. The consultant must provide an estimated two full-time equivalent employees and be prepared for night and weekend inspections as needed. Key personnel requirements include a Construction Project Manager, a Senior Inspector, an Inspector II, an EEO/Federal Requirements Auditor, and one additional Key Team Member, each with specific education, registration, and GDOT experience requirements. The prime consultant must maintain GDOT prequalification in Area Classes 8.01 (Construction Engineering and Supervision) and 9.03 (Field Inspection for Erosion Control) through contract completion. Evaluation will allocate 40 percent to experience and qualifications, 20 percent to additional resources and challenges management, 30 percent to technical approach, and 10 percent to past performance, with Phase II evaluation to occur among three to five shortlisted finalists selected from Phase I responses.
The contract will be awarded as a single project-specific engagement under a Cost Plus Fixed Fee methodology with an anticipated three-year term and an option to extend for up to five years total. Respondents must satisfy audit and accounting system requirements per 48 CFR Part 31, submit notarized certification and Georgia Security and Immigration Compliance Act affidavits, and comply with non-discrimination requirements; no specific set-aside designations or disadvantaged enterprise restrictions are identified in the procurement documents. No incumbent vendor or current contractor information is provided in the available documentation, nor is a specific award value or budget range disclosed at this qualifications phase, as pricing negotiations will occur following selection of the top-ranked firm. The project is funded through state and/or federal transportation improvement programs supporting regional trail development and multimodal infrastructure enhancement. A communication restriction is in effect, prohibiting respondents from contacting City staff except through the designated purchasing contact or for authorized questions submitted through the established deadline. The comprehensive bid tab for reference indicates a substantial infrastructure project with significant scope across multiple construction disciplines and utility relocations, though specific cost details are not provided for evaluation purposes.
