About this opportunity
Walton County, Florida has issued Request for Qualifications (RFQ) No. 26-05 for Construction Engineering and Inspection (CEI) services for the Old Town of Santa Rosa Foreman Property Phase 1 - Nellie Drive Extension Project, funded through FDOT Grant No. G2C01 with a contract term extending through March 31, 2027. The County seeks qualified consulting firms to provide comprehensive CEI services including day-to-day project oversight, quality assurance and compliance monitoring, field testing and materials verification, maintenance of traffic compliance verification, change order review, and preparation of as-built documentation and project closeout records in accordance with FDOT standards. Responding firms must hold FDOT prequalification in work groups 10.1 (Roadway CEI), 10.3 (Construction Materials Inspection), and 10.4 (Minor Bridge & Miscellaneous Structures CEI), and must demonstrate relevant experience on at least three similar FDOT or County roadway projects completed within the past five years. The evaluation committee will rank submissions using a points-based scoring system weighted as follows: 25 points for consultant and assigned personnel qualifications, 40 points for relevant CEI and FDOT/grant project experience, and 35 points for approach to project and methodology. No pricing information is requested in this qualifications-based selection process; cost negotiations will occur only with the highest-ranked firm following evaluation. Statements of Qualification must be submitted electronically through the County's e-Procurement Portal by December 10, 2025, at 1:00 p.m., with written questions due by December 3, 2025, at 12:00 p.m., submittal review on December 11, 2025, evaluation committee ranking on December 17, 2025, at 9:30 a.m., and tentative Board of County Commissioners award on December 18, 2025.
Selected consultants must maintain comprehensive insurance coverage including workers' compensation, general liability with $1,000,000 combined limit, automobile liability with $300,000 combined single limit, and professional liability with $1,000,000 per occurrence. All responding firms must submit certifications regarding public entity crimes, drug-free workplace status, unauthorized alien employment compliance, and conflict of interest disclosures. While the RFQ encourages participation from small, local, veteran-owned, disadvantaged, and female-owned businesses, no specific set-aside or restricted competition designations are noted in the solicitation documents. Submissions are limited to 30 pages excluding forms and resumes, and the County reserves the right to reject any or all submissions or waive formalities as deemed in its best interest. The County retains the right to terminate the contract at any time with or without cause. No specific award value or budget range is explicitly stated in the procurement documents; the project's total cost will be determined through negotiation with the highest-ranked qualified firm following the evaluation process.
