About this opportunity

Stafford County, Virginia is soliciting bids to establish a term contract for construction aggregate materials—stone, aggregate, sand, recycled concrete, recycled asphalt, mulch, and soil—on an as-needed basis under IFB 26103, with bids due July 29, 2026 at 2:00 PM and public bid opening via WebEx at 2:30 PM the same day.

Award preference applies to Stafford County bidders in case of tie bids, followed by Virginia bidders. All materials must conform to the most recent version of VDOT Road and Bridge Specifications and be sourced from VDOT-approved vendors. Deliveries are required the next business day after purchase order placement during normal business hours (8:00 AM to 4:30 PM, Monday through Friday), with tailgate spreading available at no additional cost upon request. Multiple delivery locations throughout Stafford County are specified, including water treatment facilities, parks, and operational centers.

The contract will be awarded to the lowest responsive and responsible bidder based on delivered pricing. Bidders must provide unit costs per ton for both delivery and pick-up options. The initial term is one year with four optional one-year renewal periods. Price increases at contract renewal are limited to the lesser of the Producer Price Index for nonmetallic mineral products or 3 percent. The County reserves the right to terminate for convenience or cause and may renegotiate pricing downward at any time during the contract term.

Stafford County is exempt from federal excise tax and Virginia sales tax. Contractors must maintain comprehensive insurance including Workers' Compensation, Automobile Liability ($2 million combined single limit), and Comprehensive General Liability ($1 million per occurrence). Electronic bid submission through eVA.virginia.gov is mandatory. Bids must include an IFB coversheet and Attachment A (Pricing Schedule), plus reference lists, safety violation certifications, SWAM vendor data forms, and State Corporation Commission registration information. Questions are due July 8, 2026 at 2:00 PM. Payment is made thirty days after receipt of invoices or goods delivery, whichever is later.
