The Mayor and City Council of Cumberland, Maryland is requesting bids for demolition of an existing single-flume water slide structure and installation of a reinforced concrete slab at Constitution Park Pool (City Project No. 2026-05A-RECR), with bids due September 30, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on September 16, 2026 at 10:00 a.m. at the Craft House, Constitution Park.
The scope encompasses demolition of the slide structure, removal of associated foundations, plumbing, stairs, and fencing; installation of a 5-inch reinforced concrete slab with gutter undrain system to match the existing pool deck across approximately 715 square feet; and disposal of all material. The contract includes two alternative items: ADD ALT 1 for 7 cubic yards of #57 stone pit backfill, or ADD ALT 2 for a lockable stainless steel pit lid. Bidders are responsible for all costs including material, labor, equipment, hauling, and disposal. The contract is a unit price agreement with pricing based on lump sum and square-footage measurements.
The contract term is 60 calendar days, with substantial completion required by the specified deadline or as extended by the City. Liquidated damages are assessed at $200 per calendar day for failure to achieve substantial completion, with extensions permitted only for weather-related delays. A 5 percent proposal guaranty (certified check or surety bond) must accompany all bids. Performance and Payment Bonds equal to 100 percent of the contract price are required. Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate, Commercial Auto Liability of $1 million, and Commercial Excess Liability of $1 million are required. A 10 percent retainage with a 5 percent cap of total contract value will be withheld from partial payments until final acceptance.
Questions are due September 23, 2026 at 3:00 p.m. through Beacon's online Q&A tab. Award notification will occur within 90 days of bid opening. The successful bidder must execute the contract and performance bond within 10 calendar days of award. Minority Business Enterprises are encouraged to respond. The City reserves the right to reject any or all bids, waive technicalities, and make awards by individual items or groups of items.
