About this opportunity

DeKalb County, Georgia is soliciting bids for the Consent Decree - Ongoing Sewer Condition Assessment and Rehabilitation (CD-OSCAR) project through its eProcurement Portal. The procurement involves comprehensive sanitary sewer assessment and rehabilitation services for the County's Department of Watershed Management's Wastewater Collection and Transmission System, which encompasses approximately 2,700 miles of sanitary sewer lines, 66 lift stations, and 70,000 manholes. The primary objectives are to minimize sanitary sewer overflows and comply with a Consent Decree entered with the United States Environmental Protection Agency. The project includes two key programs: the Priority Areas Sewer Assessment and Rehabilitation Program (PASARP) and the Ongoing Sewer Assessment and Rehabilitation Program (OSARP), which will focus on identifying, delineating, prioritizing, and rehabilitating sewer infrastructure. Proposals must be submitted via the county's procurement portal at https://procurement.opengov.com/portal/dekalbcountyga by the due date of May 5, 2025, which was originally posted on March 3, 2025.

While specific set-aside designations or disadvantaged enterprise requirements are not explicitly detailed in the provided documentation, the contract appears to be a significant infrastructure rehabilitation initiative that would likely require substantial technical expertise in municipal wastewater systems and infrastructure assessment. The project's scope suggests a comprehensive and potentially multi-year engagement, though specific budget ranges or award values are not specified in the current solicitation. Potential respondents should have demonstrated capabilities in sewer line condition assessment, rehabilitation strategies, and comprehensive municipal infrastructure management. The project's alignment with a federal Consent Decree indicates a high level of regulatory compliance and technical precision will be required. Interested contractors should carefully review the full solicitation details and be prepared to demonstrate extensive experience in large-scale municipal wastewater infrastructure projects.
