About this opportunity
The state and local contract opportunity identified as CONNECTOR | 2096889 is a procurement initiative issued by the Dallas Area Rapid Transit Authority (DART) within Dallas County, Texas. The solicitation requires vendors to participate through the Bonfire registration platform, with a specific bid submission deadline of December 17, 2025. Vendors must carefully review and comply with the provided Purchase Order Terms and Conditions, which establish comprehensive requirements for goods or services delivery. The procurement emphasizes strict delivery terms, noting that time and delivery rates are critical, and failure to meet specified performance standards could result in order rejection or default termination. All bids must reflect FOB Destination shipping terms with freight costs included in the overall pricing, and vendors must adhere to DART's standard Net 30 payment terms.
While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement does include several compliance requirements for potential vendors. The solicitation mandates vendors comply with equal opportunity employment practices, provide certifications regarding terrorist organization affiliations, and demonstrate compliance with Texas state laws. Vendors must also certify Israeli boycott compliance and be prepared for potential venue proceedings in Dallas County. The contract terms indicate that DART is exempt from Texas state and local sales taxes, and vendors must provide commercial warranties certifying the merchantable quality and suitability of supplied goods or services. Although the exact award value or budget range is not specified in the available documentation, the comprehensive terms suggest a structured procurement process with significant operational expectations for selected vendors.

--- ***BONFIRE REGISTRATION IS REQUIRED TO ACCESS DETAILS / BIDTABLE*** *To access details / BidTable, please initiate the "Prepare Your Submission" process at the bottom of the page -- Thereafter, locate the in-browser BidTable window and scroll right for project details and vendor response fields.* --- **PURCHASE ORDER TERMS AND CONDITIONS** -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below. **Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*). **Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.* **Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
