About this opportunity
The state and local contract opportunity is a procurement initiative issued by the Dallas Area Rapid Transit Authority (DART) in Dallas County, Texas, with a solicitation reference number 2096642. The procurement requires mandatory registration through the Bonfire platform to access complete bid details and vendor response fields. Vendors must submit bids reflecting FOB Destination shipping terms with freight costs included in the overall price, adhering to strict delivery timelines that are considered essential to the contract's performance. The opportunity emphasizes precise invoice submission requirements, including providing three copies of invoices with specific documentation such as purchase order number, item number, descriptions, quantities, unit prices, and extended totals. Proposals are due by December 18, 2025, with a posted date of December 11, 2025, and vendors must comply with DART's comprehensive Purchase Order Terms and Conditions. While specific procurement details are not fully disclosed in the available documentation, the opportunity requires vendors to demonstrate strict adherence to delivery schedules and comprehensive documentation standards.
The contract opportunity appears to have standard procurement restrictions and compliance requirements, including mandatory certifications related to Texas state regulations. Vendors must certify compliance with prohibitions on contracting with Foreign Terrorist Organizations and commit to not boycotting Israel during the contract term. Payment terms are standardized at Net 30, with invoices payable 30 days from receipt, and DART reserves the right to terminate contracts for default if performance standards are not met. The procurement includes equal opportunity requirements and conflict of interest certifications, suggesting potential considerations for diverse or disadvantaged business enterprises. While specific award values are not detailed in the provided documentation, the comprehensive terms and conditions indicate a structured procurement process with rigorous vendor evaluation criteria. The document suggests DART maintains substantial discretion in contract award and performance management, with explicit provisions for rejection and termination of purchase orders that do not meet specified requirements.

Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
