About this opportunity

The Michigan Department of Transportation (MDOT), Transportation Systems Management and Operations (TSMO) Fleet Division, is requesting proposals for a truck-mounted Cone Penetrometer Test (CPT) sounding unit under RFP 260000002268, with proposals due July 16, 2026 at 3:00 p.m. Eastern and bidder questions due July 8, 2026. The award will be made to the responsive and responsible bidder with the lowest price meeting all Pass/Fail evaluation criteria, subject to State Administrative Board approval if contract value exceeds $250,000.

Bidders must be certified authorized distributors or manufacturers of the offered CPT system; distributors must provide a manufacturer authorization letter. MDOT's preferred specification is Vertek CPT equipment on a Mack 6x4 vocational chassis with TDS hydraulic front drive axle, but alternative makes and models meeting stated specifications are acceptable. The CPT system must be newly manufactured, represent the latest production models, be assembled in the United States, and be supplied by a single vendor with at least five previous deliveries of similar systems to U.S. Department of Transportation agencies.

The equipment scope includes a 20-ton truck-mounted system with specified chassis requirements (Peterbilt 548 Tandem or Mack Granite series day cab, Paccar PX-9 engine, Allison 3000 transmission), rear cabin with insulated aluminum siding, HVAC, LED lighting, dual rod racks, and 50-gallon water tank; CPT push system providing 40,000 lb. push and 50,000 lb. pull capacity with 85,000 lb. clamping; integrated load-sense hydraulic system with regenerative circuit capability; two VTK Revo data acquisition systems; CPT rods with speed lock threads; soil sampler with 24 plastic tubes; Medusa Dilatometer Test system; and 20-ton digital piezocone with tri-axial geophones and dual-axis inclinometer. Pre-delivery inspection occurs at the manufacturer's facility with MDOT covering airfare, lodging, and travel expenses for two personnel. Final delivery must be made to MDOT Fleet Administration in Lansing, Michigan between 8:00 a.m. and 2:00 p.m. Monday through Thursday with 48-hour advance notice. Pricing must be firm for the entire contract term on an F.O.B. Destination basis, including shipping, handling, and setup charges. Contractors must maintain one-year warranties with technical support resolution within 30 minutes and on-site service within 24 hours. The anticipated contract begin date is August 20, 2026.
