About this opportunity

The California Military Department, Office of the Adjutant General, is requesting bids for Condor GPS Services analysis at Camp Roberts and Camp San Luis Obispo Training Sites under IFB, with sealed bids due August 27, 2026 at 2:00 p.m. Pacific Time and bid opening at 10:00 a.m. that same day. Small Business (SB) bidders receive a 5% cost preference when a non-small business submits the lowest bid, or certified SB firms may pursue an alternative 5% preference by committing to subcontract 25% of the net bid price with certified small businesses.

The contractor shall obtain existing California Condor GPS data from Ventana Wildlife Society, U.S. Fish and Wildlife Service, and Pinnacles National Park covering the 2020–2025 period; analyze the data to determine condor presence and movement patterns; create maps displaying various condor activities; and compile findings into a final report. The contract period is 12 months beginning upon execution. Work is performed at Camp Roberts and Camp San Luis Obispo in central California. The contractor must self-perform work equivalent to at least 20% of the total contract amount and comply with prevailing wage requirements, workers' compensation certification, drug-free workplace standards, and California nondiscrimination laws.

The State seeks a single lump-sum bid inclusive of all costs and will award to the lowest responsive bid from a qualified, responsible bidder. Insurance requirements are Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million per occurrence if applicable, and statutory Workers' Compensation coverage. The Military Department has waived DVBE requirements but encourages DVBE subcontractor participation. Funding is contingent upon passage and approval of the State Budget for each fiscal year during the contract term. Written questions are due August 19, 2026 at 2:00 p.m. Pacific Time, submitted to Jessica Jauregui at bids@cmd.ca.gov.
