About this opportunity
The Georgia World Congress Center Authority (GWCCA) is seeking proposals for the Condenser Water Pipes Rehabilitation Project through RFP# GWCCA081125EC, targeting the rehabilitation of two 780 linear foot, 30-inch inside diameter steel condenser water pipes servicing the Georgia World Congress Center B mechanical plant. The project requires a qualified general contractor to provide all necessary labor, equipment, and subcontractors to coat the interior of the pipes with a multi-layer elastomeric liner and replace four 30-inch butterfly valves. Proposals will be evaluated using a weighted scoring system: 70% technical merit and 30% cost, with criteria focusing on the firm's experience, qualifications, references, and proposed approach. A mandatory pre-proposal conference and site visit is scheduled for August 21, 2025, at 1:30 PM, with proposal submissions due on September 12, 2025, at 10:00 AM. The target project completion date is November 2025, and the solicitation emphasizes that the Georgia World Congress Center is a LEED Gold certified facility with goals of minimizing landfill waste and increasing recycling.
The GWCCA encourages participation from small businesses, female-owned businesses, and minority-owned businesses to support a healthy free market system. Proposers must meet specific compliance requirements, including providing proof of insurance, completing non-discrimination agreements, and verifying compliance with the Georgia Security and Immigration Compliance Act. While a specific project budget is not publicly disclosed, the Authority retains the right to reject any or all submittals and to waive technicalities or cancel the procurement at any time. A strict communication restriction is in effect, prohibiting interested firms from communicating about the solicitation with Authority staff, representatives, or consultants except through approved channels. Finalists and apparent awardees are also restricted from making public statements or press releases about their selection. The procurement aims to select a contractor who can effectively rehabilitate the condenser water pipes while adhering to the facility's sustainability and operational standards.
