About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, on behalf of HHSC and the Department of State Health Services (DSHS), is requesting bids for concrete services at Rio Grande State Center in Harlingen, Texas under IFB HHS0017771, with bids due September 14, 2026 at 10:30 AM and a mandatory on-site visit on September 3 or 4 at 10:00 AM.
The scope involves complete removal and replacement of damaged sidewalks across three buildings: Building 503 (four sections, 631 square feet), Building 505 (two sections, 186 square feet), and Building 510 (two sections, 186 square feet). Work includes breaking old concrete, debris removal, subgrade preparation and compaction, form setting, pouring new concrete at 3000 PSI with 4–6 inch uniform thickness, and applying broom finish with expansion joints. Services are performed Monday through Friday, 8:00 AM to 5:00 PM Central Time, with a four-hour response time for service calls.
Bidders must have a minimum of five years of relevant experience and provide three verifiable references for similar projects within the last five years. Required insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000). All HUB subcontracting opportunities are encouraged but not required. Pricing must be firm and fixed, submitted on Exhibit C with all labor, equipment, materials, supplies, and related expenses included.
The contract term begins upon award and expires August 31, 2027, with an option for extension up to one additional year at HHSC's sole discretion. Award is contingent upon HHSC Executive Commissioner approval and considers best value, not lowest price alone. Questions are due September 8, 2026 at 10:30 AM; responses post as addenda by September 10. Bidders selected for award must submit Form 1295 (Certificate of Interested Parties) prior to contract execution. All contracts are subject to appropriations and availability of funds.
