About this opportunity

This Invitation for Bid (IFB) #2026-005 is issued by Greene County, Virginia, for concrete repair and overlay services at its Solid Waste Transfer Station Tipping Floor located at 386 Mays Road, Stanardsville, Virginia. The procurement seeks qualified contractors to perform comprehensive concrete services including repairs between bays 1 and 2, fixing and repositioning support columns, reworking and repairing drainage systems to prevent loader damage and debris clogging, and overlaying the entire tipping shed floor with 7000 psi concrete mix. The work must be completed within five consecutive business days beginning on a Wednesday and concluding with facility reopening on Monday morning. Sealed bids must be submitted by 3:30 p.m. on Wednesday, April 15, 2026, to Terry Beigie at Greene County Administration, 40 Celt Road, PO Box 358, Stanardsville, Virginia 22973, or electronically through eVA, with bid opening held at the same location on the same date. Bidders must submit a lump sum price inclusive of all labor, equipment, fuel, tools, materials, supervision, and incidentals; provide references from at least three similar projects completed within the past three years; submit a completed Bid Response Form; provide proof of authority to transact business in Virginia; and furnish certificates of insurance. The evaluation criteria prioritize the lowest responsible bid, and all inquiries should be directed to Michael Taylor, Director of Facilities, at mstaylor@gcva.us or (434) 365-0572.

Contractors must maintain general commercial liability insurance of $1,000,000 combined single limit per occurrence, automobile liability coverage of $1,000,000 per accident, worker's compensation as required by Virginia law with employer's liability limits of $1,000,000 per accident, and professional liability coverage of $250,000 per occurrence. All contractors are required to obtain a Greene County Business License prior to work commencement. The County encourages participation from minority-owned businesses, women-owned businesses, and service-disabled veteran-owned businesses, though no specific set-asides or restrictions limiting competition to these groups are indicated. No incumbent vendors or current contractors are identified in the solicitation materials, and no existing infrastructure integration requirements beyond standard project specifications are noted. The solicitation does not specify an award value or budget range; however, the County reserves the right to accept or reject any or all proposals and is not obligated to award a contract. Any protest of contract award must be submitted in writing within 10 days of the award announcement.
