About this opportunity

Palm Beach County, Florida issued Invitation for Bid (IFB #22-059/MB) for a term contract to supply concrete, pea rock, and rock materials to support the county's construction and maintenance needs. The procurement encompasses eight lots structured as countywide delivered materials (Lots 1-5), Glades area delivered materials (Lot 6), and county pick-up only materials (Lots 7-8). Deliverables include ready-mix concrete in multiple PSI grades (2,500, 3,000, 3,500, and 4,000), hi-early concrete (2,500 and 3,500 PSI), pea rock pump mix concrete with varying slump specifications, 3/8" pea rock, 1/2"-3/4" rock, and monofilament fiber reinforced concrete. Estimated annual usage ranges from 25 to 1,000 cubic yards for concrete products and 50 to 300 tons for aggregates. All materials must conform to current AASHTO standards and ANSI/NFPA requirements. Successful bidders must maintain Commercial General Liability Insurance of at least $500,000 and Business Auto Liability Insurance of at least $500,000. The bid submission deadline was May 19, 2022, at 4:00 p.m. local time to the Palm Beach County Purchasing Department, with contract awards made on a lot-by-lot basis to the lowest responsive, responsible bidder.

The contract includes an initial term of twelve months with options to renew for four additional twelve-month periods, subject to annual appropriations and mutual written agreement with original terms and pricing maintained throughout all renewal periods. Bidders must provide firm fixed pricing for years one through five, with unit prices remaining constant across all renewal years. For delivered materials (Lots 1-6), pricing is F.O.B. destination with all transportation costs and delivery within two calendar days of order; bidders must specify minimum load charges for orders less than six cubic yards, while for pick-up materials (Lots 7-8), pricing is F.O.B. the bidder's plant or business location with the county responsible for loading. Equal Business Opportunity (EBO) program requirements apply with mandatory Schedule 1 and Schedule 2 submissions documenting subcontractor participation. Local preference of five percent is available to bidders with a permanent place of business in Palm Beach County or the Glades, verified by current Business Tax Receipt. The county reserves the right to increase or decrease quantities as needed with no minimum order requirements, and successful bidders must register in the county's Vendor Self Service (VSS) system prior to contract award, with all subcontractors also required to be registered.
