About this opportunity

The Michigan Department of Military and Veterans Affairs issued this Request for Proposal on February 17, 2021, seeking a contractor to supply concrete materials and supplies to Camp Grayling Maneuver Training Center on an on-call basis. The procurement encompasses a comprehensive range of concrete products including concrete mixes at varying PSI ratings (2500, 3000, 3500, and 4000 PSI round stone mix), additives such as sack mixes and limestone, rebar in three sizes (3/8 x 20, 1/2 x 20, and 5/8 x 20), fiber doses (microfiber 1 lb and commercial 1.5 lb), concrete sealer, and concrete blocks (8" blocks and corner blocks). All materials must be delivered within two calendar days of order or as requested by the Program Manager to locations within Camp Grayling's 147,000-acre facility. The RFP evaluation is based on five criteria: service requirements (25 points), general requirements (25 points), subcontractor disclosure (20 points), service requirements and staffing (30 points), and vendor questions worksheet responses (25 points), for a total of 100 points. The proposal submission deadline is March 17, 2021, at 3:00 p.m. Eastern, with questions due by February 25, 2021, and answers posted by March 7, 2021. The anticipated contract commencement date is March 31, 2021.

The contract will operate on an on-call basis for an initial five-year term with the possibility of three additional one-year renewal periods at the State's sole discretion. All pricing must remain firm for the entire contract length, with adjustments permitted only upon documented evidence of actual contractor cost changes reviewed and negotiated by both parties. Contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability Insurance of $1,000,000 per accident, Workers' Compensation Insurance per applicable laws, and Umbrella/Excess Liability Insurance of $5,000,000. Invoices must include itemized statements and are payable within 45 days of State receipt via Electronic Funds Transfer; vendors may accept Procurement Card payments. The contract is subject to federal compliance requirements including Davis-Bacon Act prevailing wage standards, Copeland Anti-Kickback Act, Clean Air Act and Federal Water Pollution Control Act standards, and debarment and suspension verification, indicating federal funding involvement. No specific award values or budget ranges, set-aside designations, incumbent vendors, or site visits are specified in the solicitation.
