About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for concrete maintenance services on behalf of the Department of Highways District 4. This master agreement solicitation covers curb and gutter, header curb, stamped concrete, and concrete sidewalk construction across eleven counties in District 4, including Grayson, Breckinridge, Meade, Hardin, Hart, Green, Taylor, Marion, Larue, Nelson, and Washington. The scope of work includes mobilization, curb and gutter installation (2,000 linear feet), header curb (250 linear feet), textured concrete with integral color in various thicknesses (550 square yards), textured concrete with stencil and surface-applied color (250-550 square yards), sidewalk installation (550 square yards), and detectable warnings (40 square feet). Bidders must be prequalified for Portland Cement Concrete Paving work prior to bid closing and maintain such prequalification throughout the contract term. The bid was issued on March 26, 2025, with a closing date of April 8, 2025, at 1:30 p.m. Eastern Time, and the tentative award date is April 17, 2025. The initial contract period runs from award through March 31, 2026, with four optional one-year renewal periods available. Award will be determined using a best-value ranking approach, with 95 points allocated to price (lowest bidder receives maximum points) and 5 points allocated to response time (completion within a specified number of calendar days following receipt of a delivery order). All bid submissions must be made electronically through the Kentucky Vendor Self Service eProcurement system, and bidders must provide general liability insurance of $1,000,000 per occurrence and Kentucky workers' compensation insurance.
This is a federal-aid project funded by the Federal Highway Administration, requiring compliance with Davis-Bacon Act wage determinations, Buy America provisions, Build America Buy America Act requirements, and the FHWA Form 1273 contract provisions. Contractors must submit required affidavits regarding campaign finance compliance, resident bidder status (if claimed), employment of illegal immigrants, and non-collusion certifications prior to award. The solicitation establishes a Disadvantaged Business Enterprise (DBE) participation goal of zero percent; however, female and minority contractor participation goals apply based on geographic region and county classifications, with goals varying by area. No minimum quantities are guaranteed under this master agreement, with the Commonwealth obligated to purchase only quantities needed during the contract term through official delivery orders. Pricing shall be firm for the initial contract period, with price increases permitted only after twelve months and only for documented industry-wide increases; price decreases must be reflected immediately. The contract does not specify an overall award value, as compensation will be determined based on actual delivery orders issued and the firm unit pricing submitted by the awarded contractor.
