About this opportunity

The Texas Parks and Wildlife Department (TPWD) is requesting bids on approximately thirty-two rolls of articulated concrete block erosion control mats for delivery to White Oak Creek Wildlife Management Area in Omaha, Texas under IFB, with bids due July 24, 2026 at 2:00 PM Central Time and delivery required by August 15, 2026.

The scope comprises mats measuring sixteen feet wide by fifty feet long, equipped with erosion control underlayment and anchors. Concrete blocks must be pyramid-style with tapered or beveled flat tops, wet-cast Portland cement, with minimum dimensions 6.5" W × 6.5" L × 2.25" H, geogrid backing with carbon black UV inhibitor, minimum 5,000 PSI compressive strength, and a weight of at least ten pounds per square foot. The erosion control underlayment must promote vegetation growth with one year of functional longevity. Reference examples include Flexamat Standard and Shoretec ShoreFlex or TPWD-approved equivalents. All equipment must be new and covered by the manufacturer's standard warranty.

Pricing must be quoted on a per-roll basis with all shipping, handling, fuel surcharges, delivery fees, and tariffs included as FOB destination. A Tier 2 bulk discount option is available for quantities of thirty-two or more rolls, with respondents required to specify estimated delivery time after order receipt. TPWD will perform installation. Bid responses are binding for sixty business days from the bid-due date. Acceptance inspection and performance testing will be completed within five working days, weather permitting.

Award will be made on a best-value basis considering lowest price, ability and qualifications, delivery and service schedule, and past performance. Respondents may claim preferences for Texas-produced goods, service-disabled veteran-owned businesses, and products made of recycled or environmentally sensitive materials. TPWD reserves the right to decrease or increase quantities based on available funds and bid results.
