About this opportunity
The Commonwealth of Kentucky Transportation Cabinet Division of Purchases, on behalf of the Division of Materials, is issuing a Request for Bid (RFB) for a master agreement contract to supply concrete cylinder molds with lids. The procurement seeks 350 cases of plastic single-use 4" x 8" molds that conform to ASTM C470 specifications, with domed lids that are tethered or hinged to the mold base, packed at 36 units per case with a minimum order requirement of 10 cases. Each shipment must include signed certification that the molds meet ASTM C470 requirements and must identify lot numbers for traceability. The contract will serve the Division of Materials and Highway Districts D1-D12 of the Kentucky Transportation Cabinet, with shipments directed to KYTC Division of Materials at 1227 Wilkinson Boulevard, Frankfort, Kentucky 40601. The evaluation criteria employs a best value approach with 95 points allocated to price and 5 points to delivery time, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis; bidders must clearly specify delivery time in calendar days after receipt of a delivery order, with vague terms rendering bids non-responsive. All bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) eProcurement system, with vendors required to register at least 24-48 hours prior to submission. The deadline for written questions is March 10, 2025, at 4:00 p.m. Eastern Time, with Commonwealth responses posted by March 11, 2025, at 4:00 p.m., bids close on March 18, 2025, at 1:30 p.m. Eastern Time, and the tentative award date is March 25, 2025. The initial contract period begins upon award and expires March 31, 2026, with four optional one-year renewal periods available subject to written approval of both the vendor and KYTC Division of Purchases.
The Commonwealth reserves the right to apply reciprocal preference to Kentucky resident bidders and preferences for qualified organizations, including Kentucky Correctional Industries (20 percent preference) and Kentucky Industries for the Blind and qualified nonprofit agencies serving individuals with severe disabilities (15 percent preference). Foreign entities required to obtain certificates of authority must provide evidence of such certificates from the Kentucky Secretary of State. All vendors must comply with Commonwealth of Kentucky procurement laws and provide mandatory representations regarding compliance with tax, sales and use tax, income tax, wage and hour, occupational safety, unemployment compensation, and workers' compensation laws, with any violations determined within the previous five years requiring disclosure. A one percent per day penalty applies for late deliveries unless delays result from circumstances beyond the vendor's control. No specific incumbent vendors or current contractors are identified in the solicitation materials, and no budget or award value range is disclosed in the available documentation.
