About this opportunity

The State of Maine Division of Purchases is requesting quotes on a concrete cylinder grinder for compressive strength testing, with quotes due March 10, 2011 at 2:00 p.m. local time.

The procurement carries an in-state preference: in cases of tied quotes, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine. Awards will be made to the lowest responsible bidder offering the best value, with evaluation considering quality, conformity to specifications, delivery dates, and overall economy. The State reserves the right to award on an item-by-item basis or as a group, whichever serves the State's best interest.

Bidders must submit separate unit prices for each item as specified and include all trade or quantity discounts in pricing. Cash discounts of 20 days or more will be considered in award determination; discounts under 20 days will not factor into the decision. All transportation charges, including freight and express delivery, shall be prepaid and borne by the contractor unless otherwise specified. Quotes must be submitted electronically.

Bidders proposing alternate commodities must furnish complete identification and descriptive literature; lack of such information will be construed as agreement to furnish the commodity as originally specified. The State is exempt from Federal and Maine State Sales and Use Taxes, and quotes should reflect this exemption. The Division reserves the right to reject any or all quotes, waive formalities and technicalities, increase or decrease quantities by up to 10 percent, and procure materials from alternative sources if the contractor defaults, with any excess costs charged to the contractor.
