Dane County, Wisconsin is issuing Request for Bid (RFB 2026-RFB-013) for the procurement of concrete culverts and related products on an as-needed basis for the Dane County Highway and Transportation Department during the 2026 calendar year. The solicitation seeks pricing for an extensive range of reinforced concrete products including culvert pipes in Classes III and IV, apron endwalls, inlets, and manholes with integral bases and keyed covers, as well as storm sewer pipes and miscellaneous materials such as adjustment rings, lubricants, mastics, and joint materials. Products must include circular pipes ranging from 12 inches to 72 inches in diameter and horizontal elliptical pipes up to 58" x 91", all categorized according to WisDOT specifications and conforming to the Standard Specifications for Road and Bridge Construction, 2026 edition. Bidders must submit all pricing delivered FOB destination to any location within Dane County, with pricing remaining fixed for the one-year contract term and including all labor, materials, equipment, shipping, and other associated costs. Proposals must be submitted electronically through the County's eProcurement Portal by February 23, 2026, at 2:00 p.m., with a vendor question deadline of February 13, 2026, at 4:00 p.m.; a virtual pre-bid meeting will be held to address questions and concerns. All culvert and culvert liner products and suppliers must appear on the WisDOT approved products list, and bidders must identify all manufacturing or distribution plants that will supply contracted products with complete operational and contact details. The County reserves the right to award on a per-item basis or total net bid basis, whichever is deemed most advantageous.

Dane County does not apply local vendor purchasing preferences or local content vendor preferences to this public works bid, meaning all vendors are evaluated on equal grounds regardless of location. All successful vendors must maintain Commercial General Liability insurance at a minimum of $1,000,000 per occurrence, Commercial/Business Automobile Liability insurance at $1,000,000 per occurrence, Environmental Impairment Liability insurance at $1,000,000 per occurrence, and Workers' Compensation insurance at Wisconsin statutory limits, with the County listed as an additional insured; a Certificate of Insurance must be submitted prior to purchase order issuance. All materials must comply with Wisconsin Department of Commerce and OSHA safety standards, and delivery must occur FOB destination with at least two days' notice to the Highway and Transportation Department. Payment terms are established at net 30 days from receipt of goods. The solicitation does not specify an incumbent vendor, estimated award value, or budget range, leaving the contract value dependent on the County's actual as-needed purchases throughout 2026.
