About this opportunity

The City of St. Peters, Missouri is requesting qualifications for professional engineering services to develop a conceptual design for nutrient removal at Spencer Creek Wastewater Treatment Plant, with submissions due August 31, 2026 at 2:00 p.m. local time under RFQ 26-191. The project must meet the Missouri State NPDES requirement to reduce total phosphorus to 1.0 mg/L annual average by January 1, 2033.

The scope encompasses four primary tasks: a project startup meeting, existing conditions and document review, treatment technology assessment evaluating 3–5 nutrient removal concepts, and preliminary design submittal with cost estimates and integration plans for existing wastewater treatment processes. The treatment technology assessment and draft report are due March 10, 2027, followed by the preliminary design report 90 days after City approval. The selected engineer must demonstrate project understanding, relevant experience, qualified project team credentials, a detailed approach and schedule with proposed staffing and organizational chart, and quality assurance procedures supported by cost comparisons from similar projects completed within the last five years.

The City has allocated $125,000 for the conceptual design on a lump-sum basis with a guaranteed maximum limit. Compensation will be made monthly upon submission of detailed invoices, with 5% retention withheld until satisfactory final completion.

The engineer must carry comprehensive insurance including Workers' Compensation ($500,000 minimum), General Liability ($1,000,000 each occurrence / $2,000,000 aggregate), Business Automobile Liability ($1,000,000), Umbrella Liability ($1,000,000), and Professional Errors and Omissions ($2,000,000 per claim / $2,000,000 annual aggregate). An Affidavit of Compliance with the Federal Work Authorization Program and a copy of the E-Verify Memorandum of Understanding are required. Questions are due in writing to bids@stpetersmo.net by noon local time on August 21, 2026. The anticipated contract award date is October 22, 2026, with project startup scheduled for November 9, 2026.
