About this opportunity
Washington County, Oregon is seeking a comprehensive Computerized Legal Research Database Services contract through Request for Proposal (RFP) No. 2020.115P. The procurement is specifically for the Office of County Counsel, which requires a legal research database service covering Oregon and national legal resources including court cases, statutes, administrative rules, court rules, legislative materials, and citation checking services. Proposals are due on November 24, 2020, at 2:00 pm, with the contract effective through December 31, 2025, and a maximum term of five years. The evaluation criteria will heavily weight cost of service at 65.2% of total points, followed by optional databases at 21.7%, with additional considerations for system requirements, ease of use, and overall responsiveness. Vendors must provide a single base rate for a five-year site license and meet specific system requirements including internet-based access, natural language and Boolean searching, unlimited printing and downloading, training materials, and an online administrative account.
The county emphasizes social equity and seeks to maximize participation of diverse consultants and suppliers. While no specific set-aside designations are explicitly mentioned, the RFP indicates an interest in promoting diversity in vendor selection. The contract will serve the Office of County Counsel, which consists of 9 attorneys, 2 paralegals, and 5 administrative staff, and provides civil representation for the county in various legal matters. System requirements include comprehensive database access, with vendors expected to provide pricing for optional databases and additional features. The procurement does not specify a precise budget range, but requires vendors to submit a comprehensive pricing structure for the five-year site license. Insurance requirements are strict, with detailed specifications outlined in the accompanying insurance requirements document, including Commercial General Liability, Automobile Liability, Professional Liability, and Workers' Compensation coverage with specific limits and conditions.
