About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals for comprehensive veterinary services to support the Domestic Animal Services Center under ITN 25-8347, with proposals due February 4, 2025. A local-vendor preference and certification as a Woman and/or Minority Business Enterprise are evaluation criteria weighted at 10 and 5 points respectively of a 100-point scoring system.

The scope encompasses full veterinary management for dogs, cats, small furries, reptiles, and potentially livestock housed at the DAS Center. The vendor must provide at least one Shelter Veterinarian (seven days per week), one Surgical Veterinarian (three to four days per week), veterinary technicians, and a Clinic Supervisor. Services include routine health assessments, vaccinations, emergency care, spay/neuter procedures, surgical services, microchipping, and diagnostic testing. The vendor may either deliver services at the DAS Center or transport animals to the vendor's facility for services unavailable on-site. In 2023, the Center admitted 5,463 animals (2,087 dogs, 3,102 cats, 274 other), indicating volume. Proposers must submit hourly rates for key positions and provide references from similar projects.

The contract term is three years with two one-year renewal options. The county will use a Selection Committee to score proposals against six criteria: cover letter and experience (20 points), WBE/MBE certification (5 points), quality and scope of veterinary services (25 points), compliance with state and federal regulations (15 points), cost-effectiveness and pricing (25 points), and local-vendor preference (10 points). The county intends to short-list the top three vendors and negotiate with the highest-ranked vendor(s).

Vendors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($500,000 per claim and aggregate), Workers' Compensation (statutory), Employer's Liability ($500,000), and Automobile Liability ($500,000). Performance and Payment Bonds at 100% of contract value are required. Proposals must remain valid for 180 days. Local-vendor preference applies to businesses holding a current Collier or Lee County Business Tax Receipt with a permanent physical address within county limits.
