Contracts funded in whole or in part by Federal Government require MBE participation goals of 2.68% and WBE participation goals of 4.76% on awards of $100,000 and above.

The scope encompasses comprehensive and long-range planning; urban design and development planning; land use and regulatory analysis; community engagement; housing, redevelopment, and economic development planning; resilience and environmental planning; transportation and connectivity planning; technical and analytical services; communication and presentation materials; and supplemental architectural and engineering services. The City will evaluate proposals using a numerical scoring system: Experience (35%), Capability and Skills (30%), Demonstrated Ability to Provide Required Services (30%), and Minority/Woman Owned Business Participation (5%). The City will select two or more fully qualified offerors for further consideration and may conduct oral presentations and negotiations, beginning with the highest-ranked offeror, and reserves the right to make multiple awards if deemed in its best interest. All proposals must be sealed and submitted to the Issuing Office or via DemandStar; proposals received after the closing time will not be considered. No pre-proposal conference is scheduled. Contractors must provide evidence of Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 minimum), and Workers' Compensation per Virginia statute.
