About this opportunity

The Elk Grove Unified School District is soliciting Requests for Qualification/Proposals (RFQ/Ps) for Comprehensive After-School Programs focused on Education & Safety (ASES) or After-School Safety & Enrichment for Teens (ASSETS). The procurement is identified as RFQ/P# 806-25/26 and will be conducted entirely through the district's online Bonfire Procurement Portal. Proposers must submit electronic qualifications and proposals by September 2, 2025, at 4:00 P.M. PST, with a comprehensive set of required documentation including non-collusion declarations, proposer qualifications, authorization signature pages, price schedules, and various certifications. The primary objective is to develop and implement comprehensive after-school programs that provide educational support, safety, and enrichment activities for students. Key deliverables are expected to include structured academic assistance, recreational programming, and supervised youth development activities. Evaluation criteria will likely encompass proposers' organizational capacity, program design, staffing qualifications, and demonstrated experience in managing similar educational and youth-focused initiatives.

While specific set-aside designations are not explicitly detailed in the available documentation, the procurement appears open to qualified educational service providers, non-profit organizations, and potentially private contractors with demonstrated expertise in youth programming. Proposers will be required to undergo background checks, including fingerprinting and criminal record verification, as outlined in Appendix C of the documentation. The documentation suggests a comprehensive approach to vendor qualification, requiring detailed submissions about organizational capabilities, past performance, and programmatic methodologies. Although specific budget ranges are not disclosed, the complexity of the RFQ/P and the requirement for comprehensive after-school programming indicates a substantial contract value. Prospective vendors must carefully review all appendices, including the W-9 form, assurances, and certifications, to ensure full compliance with the district's procurement requirements. The district reserves the right to reject any proposals and will serve as the sole judge of the suitability of proposed services.
