About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Facility Planning, Construction and Management Division, is requesting bids on a complete roof system for the Substance Abuse Treatment Facility in Corcoran, Kings County, with bids due December 17, 2026 at 2:00 p.m. and a mandatory walk-through on November 17, 2026 at 11:00 a.m. Award will be made on an "All or None" basis, with the State retaining the right to select two suppliers (primary and alternate).
The scope is material and fabrication only — bidders manufacture, stage, and deliver a multi-layered roofing system directly to the secure facility logistics dock at 900 Quebec Avenue, Corcoran. The system must integrate over a concrete base deck and establish a weather-tight, chemically stable thermal envelope. Specifications require thermoplastic polyvinyl chloride membranes at 80 mil with factory-applied felt backing in white, insulation, flashings, sheet metal coping, adhesives, sealants, and all associated components for two buildings: Building 440 (approximately 11,000 square feet) and Building 442 (approximately 7,400 square feet). Bids must include a complete materials list with quantities, unit pricing, and brand/model information; the CDCR Roof System Review Checklist; and FM Global wind uplift certification. The manufacturer's standard ten-year full system warranty with no dollar limit and non-prorated labor and material coverage is required, along with on-site technical assistance, inspection, and training by the manufacturer's representative.
Bidders may claim preferences as California-certified small businesses, non-small businesses with 25% small business subcontractor participation, or Disabled Veteran Business Enterprises, though DVBE participation is not required but incentivized. F.O.B. Destination pricing applies. The State reserves the right to increase the purchase order by up to 20% upon written approval prior to final delivery, and the primary supplier must deliver within 90 days of purchase order issuance. Ten percent of all roofing materials will be delivered only upon written request of the Construction Supervisor. Bidders must complete all required state documentation, maintain appropriate insurance, and secure facility access clearances; failure to obtain clearances is grounds for purchase order cancellation with costs borne by the supplier.
