About this opportunity
The Association of Oregon Counties is requesting competitive proposals for a comprehensive compensation and pay equity study covering 10 non-represented and 7 represented employee positions, with proposals due November 19, 2026 at 5:00 p.m. and Notice of Intent to Award scheduled for December 16, 2026.
The scope spans three phases over two years: Phase 1 (January–May 2027) analyzes non-represented positions including Executive Director, directors of administrative services, county road program, legislative affairs, IT, member services, and operations, plus legislative affairs managers, fiscal services and human resources clerk, and senior accountant; Phase 2 (January–May 2028) addresses represented administrative assistants, communications coordinators, information technology specialists, legislative affairs coordinator, member services coordinators, office administrator, and policy analyst; Phase 3 (June–December 2028) delivers comprehensive pay equity analysis across all classifications. Deliverables include market analysis using benchmark positions, external competitive and internal equitable salary recommendations, FLSA exempt status reviews, pay equity analyses in compliance with Oregon pay equity law and federal requirements, training to Association staff and Board of Directors, monthly meetings with the operations director, and a comprehensive final report with executive summary, methodology, and presentation materials. The contractor must also assist in reviewing and updating the classification maintenance system and recommend implementation strategies for compensation adjustments with fiscal impact analysis.
The contract period runs January 2027 through December 2028. Evaluation criteria are firm qualifications and capacity (35 points), demonstrated understanding and approach (25 points), proposal thoroughness and organization (25 points), and cost estimate (15 points). Proposals must not exceed 20 pages and must include a transmittal letter, key personnel identification, demonstrated experience with comparable projects, and detailed pricing. The RFP includes provisions for minority-owned, women-owned, and emerging small business enterprise qualifications. Written questions are due November 2, 2026. No pre-proposal conference will be held. The protest deadline is January 7, 2027.
