The primary objective is to acquire a sophisticated laboratory instrument capable of performing unattended titrations on digested, centrifuged wastewater samples, specifically measuring Total Alkalinity and Volatile Alkalinity. The system must handle sample volumes between 10-50ml and measure alkalinity ranges of 3000-5000 mg/L as CaCO3. The procurement includes professional installation by factory-certified service technicians, comprehensive testing, and on-site training for up to four laboratory staff members. The evaluation will utilize a best value methodology, allocating 700 total points across criteria including technical performance, automation capabilities, maintenance requirements, data integration, cost, industry references, and training quality. Proposals are due by 3:00 PM on September 18, 2025, and must be submitted electronically through the BONFIRE Portal. The county has pre-identified two acceptable manufacturer models: Mettler-Toledo's Titrator Excellence T5 Rondolino and Metrohm USA's 916Ti-Touch Potentiometric Titrator, with alternative equivalent systems requiring comprehensive comparative documentation.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must complete a comprehensive Statement of Disclosures, Representations and Certifications, which includes sections on non-collusion affidavits, political contribution disclosures, supplier responsibility statements, and affirmative action plan certifications. Vendors must provide a Certificate of Experience documenting up to five previous business references from the past three years. While a specific budget range is not disclosed, the procurement will be fully funded by Rockland County, with all system components to be shipped FOB destination, prepaid and allowed to the Rockland County Sewer District #1 located at 4 Route 340, Orangeburg, NY 10962.
