About this opportunity
The Community Police Commission in Cleveland is soliciting proposals to design, administer, analyze, and report a comprehensive community survey on public perceptions of police reform and CPC effectiveness, with proposals due August 27, 2026.
The contractor will manage the complete survey lifecycle: developing a survey research plan, drafting and refining the survey instrument, administering the survey through CPC-approved modes, implementing outreach strategies to ensure broad and equitable participation, monitoring field performance, and conducting data cleaning, validation, coding, weighting, and analysis. The contractor will prepare a final report summarizing methodology, findings, comparative trends, and key insights, and will deliver a presentation of results to CPC staff and other designated stakeholders. All work must comply with professional survey research standards and occur in close coordination with CPC representatives at each project milestone.
Contractors must register via Vendor ID Form and submit a W-9 for tax identification. The City of Cleveland's Reimbursables Policy (effective January 1, 2023) governs billing for professional services contracts, establishing separate rates for direct labor (with multipliers covering fringe, overhead, and profit) and reimbursable expenses. Reimbursables require a comprehensive list submitted with proposals and finalized during contract negotiation, with no expenses permitted beyond pre-authorized items. Monthly invoices for reimbursables are due within 30 days of month-end. Equipment items dedicated 50 percent or more to the project may be reimbursed without markup; previously owned or leased assets are included in labor multipliers and are not separately reimbursable. No single reimbursable item exceeding $10,000 may be expended without prior written City approval. Assets purchased as reimbursables become City property upon project completion. Local travel reimbursement is $0.655 per mile for personal vehicles. Purchases are exempt from state and local sales taxes using the City's tax-exempt number.
The source does not specify estimated contract value, contract term, evaluation criteria, or incumbent contractor.
