About this opportunity
San Bernardino County Office of Emergency Services is seeking a consultant to design and conduct a progressive series of three Community Emergency Response Team (CERT) Exercise Series, consisting of a tabletop exercise, a drill, and a full-scale functional exercise. The project aims to improve CERT volunteer readiness and community resilience, focusing on three distinct hazard scenarios: fire, flooding, and earthquake. The consultant must engage a minimum of 100 existing CERT members across San Bernardino County and deliver six key deliverables: an Exercise Design Plan, Planning Cycle Documentation, Exercise Plans and Materials, Participant Rosters, an After-Action Report, and a Final Summary Report and Improvement Plan. The RFP was released on November 12, 2025, with questions due by November 26, 2025, at 4:00 PM PST, and proposals due by December 19, 2025, at 4:00 PM PST. Proposals will be evaluated based on qualifications and experience (40%), technical review (45%), and references (15%), with the contract anticipated to be awarded in December 2025 or January 2026 and running through April 30, 2026. The exercises will be conducted at two County locations in Rialto and San Bernardino, with the first exercise scheduled for March 2026 and subsequent exercises in April 2026.
The procurement is a federally funded contract subject to Federal Acquisition Regulations, with no specific set-aside designations mentioned. No incumbent vendor has been identified for similar exercises, and this is not a multiple-award contract. The County will provide venues, outdoor training areas, facilities, CERT equipment, simulated victims, role players, exercise evaluation staff, liability coverage for CERT volunteers, an up-to-date CERT contact list, and safety resources. The consultant is responsible for budgeting for printed materials, with refreshments and translation services being optional and ineligible for grant reimbursement. While no specific budget ceiling is disclosed, the consultant must submit pricing on a separate attachment and include all transportation, lodging, and per diem costs. The contract requires comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 or $2,000,000), Professional Liability ($1,000,000 per claim/$2,000,000 aggregate), and Workers' Compensation. Performance metrics include engaging at least 100 CERT participants and achieving 85% participant satisfaction through evaluation surveys.
