This is a HUD-funded program requiring Davis-Bacon wage compliance and Section 3 hiring preferences; contractors must submit Section 3 and Davis-Bacon compliance plans as a bid condition.
The scope covers three properties (307 Fifth Street, 308 Fifth Street, and 108 Eighth Street) requiring demolition of existing structures and construction or installation of new ADA-compliant single-level homes ranging from 1,051 to 2,829 square feet. Line items also cover demolition and removal, temporary POD storage for residents, and electrical and plumbing work submitted as lump-sum bids.
Contractors must hold current North Carolina licensure and maintain General Liability insurance of no less than $100,000/$200,000 per occurrence with $300,000 comprehensive coverage per person and $100,000 property damage per accident; Workers Compensation insurance is required. Bidders must provide proof of three recent customer references, SAM.gov non-debarment certification, and a Contractor Application.
Project completion is due within 120 calendar days from Notice to Proceed. All contractors must attend regular virtual meetings and weekly virtual inspections throughout execution; failure to participate results in penalties or rejection. Award goes to the lowest responsive and responsible bidder pending homeowner approval. Contractors may request bid price negotiation or withdraw within 60 days of bid opening if they have not received written Notice to Proceed. All work carries a minimum one-year workmanship warranty.
