About this opportunity

The City of Santa Fe, New Mexico is soliciting sealed proposals for Community Development Block Grant (CDBG) eligible activities to develop viable urban communities through decent housing, suitable living environments, and expanded economic opportunities for low and moderate-income persons, with proposals due July 9, 2026 at 3:00 PM Mountain Time.

The City reserves the right to award multiple contracts, each with a one-year term. All subrecipients must register in SAM.Gov for a Unique Entity Identifier and comply with federal cost principles under 2 CFR Part 200, Davis-Bacon labor standards, fair housing requirements, Section 3 economic opportunities, environmental review, and lead-safe housing rules. Eligible activities include homeowner repair and rehabilitation, low and moderate-income (LMI) homeownership assistance, property acquisition, public facilities and improvements, and public service activities; public services are capped at 15% of the annual grant award. At least 70% of CDBG funds must benefit LMI persons, defined as those earning less than 80% of the area's Average Median Income.

For FY 2026, approximately $624,832 is anticipated from the HUD CDBG grant allocation, distributed by the City according to proposals that best benefit the community. Payment to subrecipients is cost-reimbursable upon receipt of certified and documented invoices submitted no more than monthly. Fiscal agents may be used at fees not exceeding 12%. Contractors must comply with the City's Living Wage Ordinance.

Evaluation criteria are weighted as follows: Scope/Level of Expertise Plan (10%), Project Application Summary (40%), Budget (25%), and Interview Performance (25%). A non-mandatory pre-proposal meeting was held June 16, 2026 at 10:00 AM via Microsoft Teams. The written question deadline was June 19, 2026 at 5:00 PM, with responses provided June 25, 2026. Interviews and clarification meetings are scheduled July 20–22, 2026. Best and final offers are due July 24, 2026. Governing Body approval is anticipated July 29, 2026, with final contract award on August 5, 2026. Funding is contingent on current and future CDBG grant allocations and budget appropriations approved by the City's Governing Body.
