About this opportunity
Louisville/Jefferson County Metro Government is soliciting bid proposals for non-exclusive communications franchises to erect, install, and maintain communication service facilities within Louisville Metro's rights of way. The procurement is governed by Chapter 116 of the Louisville Metro Code of Ordinances and will be administered through the Metro Government's Procurement Portal. Qualified applicants must provide detailed descriptions of proposed communication systems, including small cell antenna locations, fiber installation methodologies (both aerial and underground), ground level elements, and project phasing. Applicants are required to demonstrate compliance with FCC standards and Public Works and Assets Utility Policy requirements, and must identify all communication services to be provided through their proposed system. The bid submission period opens on January 15, 2026, with proposals due by January 30, 2026, specifically at 3:00 PM through the online procurement portal. Applicants must be business entities authorized to operate in Kentucky and certified by the Secretary of State, with a comprehensive application package that includes proof of FCC and PSC Certificates of Authority, required insurance policies, and a franchise bond.
Potential bidders must submit a non-refundable application fee of $2,500 and provide a franchise bond of $1,000,000. The franchise opportunity does not specify explicit set-aside designations for disadvantaged enterprises, though all applicants must comply with Louisville Metro procurement laws and regulations. No incumbent vendors are identified in the documents, and the franchise is structured to allow multiple operators to obtain franchises under the same terms. While specific award values are not detailed, the comprehensive application requirements suggest a substantial infrastructure investment is expected. Louisville Metro reserves significant discretion in the award process, including the right to accept or reject any bid, waive irregularities, and modify franchise terms as Chapter 116 may be amended during the franchise period. All submitted information will be subject to the Kentucky Open Records Act, with applicants having the option to request confidentiality determinations for proprietary or trade information prior to filing.
