About this opportunity

The Upson County Board of Commissioners in Georgia is requesting quotes for replacement of commercial hot water heaters at the Upson County Jail Facility, with quotes due March 11, 2022 and mandatory site visit scheduling required by March 4. This is a reissued RFQ following insufficient response to an earlier solicitation.

The scope includes replacement of four 100-gallon A.O. Smith 199k BTU water heaters with power vents (two upstairs, two in the conference room), replacement of all dielectric unions and fittings, repair of leaking copper lines in the conference room, and replacement of the circulation pump in the upstairs water heater room. The site visit is mandatory and scheduled with Officer Daniel McChargue at the facility, 235 Aviation Drive, Thomaston, Georgia 30286.

Award criteria emphasize adherence to specifications, price, product quality, contractor qualifications and past performance, delivery timeline, and maintenance costs and warranty provisions. Quotes must separate labor and material costs and include evidence of valid business licensure or incorporation, signed and notarized non-collusive and contractor affidavits, a signed and notarized SAVE affidavit, current W-9 documentation, and at least three commercial references if the contractor has not performed recent work for Upson County. The successful bidder must obtain a performance bond equal to 100 percent of the total contract amount from a Georgia-licensed surety company with minimum A.M. Best rating of A-. Insurance requirements include workers compensation with statutory limits, commercial general liability with minimum limits of $1 million per occurrence and $2 million general aggregate, and automobile liability with combined single limit of $1 million; all insurance must be provided prior to commencing work. Payment terms are Net 30 following satisfactory inspection and completion. Upson County is tax exempt. Quotes are submitted by mail or email to Allen Salter at 106 East Lee Street, Thomaston, GA 30286, or asalter@upsoncountyga.org.
