About this opportunity

Grapevine-Colleyville Independent School District (GCISD) is requesting proposals from a Texas Public Utility Commission-certified Retail Energy Provider (REP) to supply electricity and associated services across 60 Electric Service Identifiers with an estimated annual consumption of approximately 22 million kWh, with proposals due September 16, 2026 at 2:00 PM (CT) and questions due September 7, 2026 at 10:00 PM (CT).

The REP must be certified by the Texas Public Utility Commission, demonstrate a minimum of two years in retail energy sales in Texas and two years of experience working with Texas K-12 education institutions, maintain acceptable financial status, and provide evidence of best-in-class billing practices. The selected provider will partner with GCISD's Energy Management Consultants to achieve cost reduction, energy budget, and energy conservation objectives.

The service contract begins immediately after the final meter readings under the existing electric supply agreement, which expires on the first meter read date after May 31, 2029. The default term is five years effective June 1, 2029, expiring May 31, 2034, with GCISD reserving the right to adjust initial and renewal terms and extend beyond the final expiration date. The REP must provide a fully fixed-price product structure with conventional power at fixed rates, 100% full swing and unlimited bandwidth, and no Material Adverse Change clauses. GCISD requires a 15% add/delete provision, with only TDSP charges and applicable taxes permitted as pass-throughs. The selected REP pays $0.001/kWh as a consulting fee to Amerex Energy Brokers, LLC upon monthly receipt of GCISD's payments.

Evaluation occurs in two phases. Phase 1 allocates 100 points: experience and qualifications (10), approach and methodology (10), reputation (10), vendor's past relationship with GCISD and other education institutions (5), purchase price (60), and financial stability (5). Phase 2, if conducted, includes interview/presentation and best and final offer opportunities for an additional 35 points. Evaluations are scheduled for completion by October 1, 2026, with board agenda items due October 8, 2026. No quantities are guaranteed; loads are subject to change due to weather, facility modifications, and operational changes.
