About this opportunity
The City of Shreveport is requesting quotes for renovation of Columbia Park's picnic pavilion and existing restrooms under RFQ 26-517, with quotes due July 30, 2026 at 3:00 p.m., and a mandatory site visit required before submission.
Contractors must hold an active Louisiana State Contractors License for Building Construction classification when the total contract amount reaches $50,000 or more — the primary eligibility gate. Work must be completed within 90 calendar days from Notice to Proceed, which must commence within ten days of contract execution.
The scope comprises comprehensive restroom renovation in accordance with plans and specifications prepared by Russell G. DeLancy, A.I.A., dated June 26, 2026. The designer's estimate is $65,000. Pricing must be submitted as a lump sum.
Bonding requirements scale with contract value: contracts of $50,000 or more require a 100 percent performance bond; contracts of $25,000 or more require a 50 percent payment bond and a two-year 10 percent maintenance bond. Quote bonds are not required. Successful contractors will be designated contractor-agents of the City, allowing sales and use tax exemption on eligible component construction materials and services.
Awards will be made to the lowest responsive and responsible quoter based on quality of workmanship, timely completion capability, financial resources, maintenance capabilities, and substantial compliance with specifications. Partial monthly payments will be made with 10 percent retainage on projects under $500,000. Liquidated damages apply for failure to meet the 90-day completion deadline. Payment follows the 45-day statutory lien period and final inspection certification by the City Architect.
Questions must be submitted in writing at least seven working days prior to quote opening. Quotes may be delivered to the City of Shreveport Office of the Purchasing Agent, Government Plaza-Suite 610, 505 Travis Street, Shreveport, LA 71101-3042, or submitted electronically through BidNetDirect.com. All contractors must comply with federal and state civil rights laws, provide required insurance, and meet safety, licensing, and permit requirements.
