About this opportunity
The Pennsylvania Department of Transportation (PennDOT) is seeking an offeror to repair pipe culverts on State Route 4009 in Columbia County through installation of High-Density Polyethylene pipe culvert liners and grouting of annular space, with proposals due August 7, 2026. HDPE liner materials must come from manufacturers listed in PennDOT Publication 35 (Bulletin 15) Section 601.2(a)6.a, and grouting materials from manufacturers listed in Section 220.2(d) — these are mandatory sourcing specifications that filter bidder capability.
The scope encompasses four corrugated steel culvert pipe segments totaling 614 linear feet: Pipe 1 (235 linear feet, 18-inch diameter), Pipe 2 (117 linear feet, 18-inch diameter), Pipe 3 (166 linear feet, 24-inch diameter), and Pipe 4 (96 linear feet, 24-inch diameter) on SR 4009 segments 10, offset 0560 to offset 1325, excluding section segment 0010/0900–0010/1030. Contractors must mobilize, prepare access and site, maintain traffic control, install HDPE liners with individual sections between 6 and 20 feet unless pre-approved, and perform final restoration. The contract term is one year with no renewal options, commencing upon issuance of the notice to proceed.
Bidders must conduct a mandatory site visit prior to submission and attend a mandatory construction meeting after purchase order issuance. Questions are due by 1:30 PM EST on April 21, 2026, with answers posted by 1:30 PM EST on April 24, 2026. Bids are submitted electronically at www.pasupplierportal.state.pa.us. The award is made to the lowest cost of a responsible and responsive bidder. Contractors must submit engineer-stamped shop drawings, calculations, and construction schedules three weeks before work commencement and comply with Pennsylvania Department of Environmental Protection and OSHA confined-space-entry regulations. Worker Protection and Investment Certification (BOP-2201) and Iran Free Procurement Certification are required. Payment follows final inspection, OS-501 Confirmation of Service submission, and billable summary reporting.
