About this opportunity

The Pennsylvania State Police, Bureau of Patrol and Bureau of Training and Education, is seeking a vendor to provide comprehensive services for the Collision Reconstruction Seminar scheduled from October 30 to November 3, 2017, in Gettysburg, Pennsylvania. The procurement requires a facility located within one mile of the York Street exit off Route 30 that can accommodate approximately 400-450 attendees daily. Specific deliverables include lodging, conference rooms, parking, liquid refreshments, and audio/visual equipment for the seminar. Key objectives involve providing appropriate meeting/training spaces that support the seminar's training strategies, with the understanding that the rooms initially inspected must be the same rooms used throughout the event. The procurement is structured as an Established Price Contract with potential annual renewals, allowing for up to four additional one-year terms with a maximum 5% rate increase per year. The initial contract will commence upon execution of the purchase order or October 30, 2017, and terminate on December 31, 2017. Interested vendors were required to submit questions and bids by May 5, 2017, with Amber Lontz serving as the primary contact point for inquiries.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The contract does not appear to have incumbent vendor information or require integration with existing infrastructure or technology. While precise budget ranges were not disclosed, the contract stipulates that the Commonwealth will only pay for actual services rendered and is exempt from certain taxes. The vendor will be responsible for making a good faith effort to donate excess prepared food to a nonprofit organization after the event. Pricing should comprehensively include applicable taxes and gratuities, with the Commonwealth covering hotel occupancy tax. The State Police will provide a lodging room list two weeks prior to the event for their personnel. The procurement allows for potential contract termination if state or federal funds are not appropriated, providing flexibility for the Commonwealth. The maximum contract duration would extend to December 31, 2022, if all optional renewal terms are exercised.
