About this opportunity

The New York State Education Department (NYSED) is requesting proposals for College in High School programs under a grant program established by Chapter 53 of the Laws of 2025, with applications due December 10, 2026. The program targets economically disadvantaged high school students, who must incur no costs when enrolling in college courses; charter schools and nonpublic schools are ineligible to apply.

Eligible applicants are New York State school districts and Boards of Cooperative Educational Services (BOCES), including the New York City Public Schools as a single district. Each applicant must submit one partnership agreement with one or more eligible institutions of higher education (IHEs) — defined as New York State public, private, or independent degree-granting colleges and universities registered with NYSED. For-profit IHEs are not eligible as higher education partners. Partnerships may also include businesses and community-based organizations in supporting roles.

The program creates and expands equitable access to dual enrollment, allowing high school students to earn college credit while building college and career readiness. The stated benefits include time and cost savings for students and positive impacts on high school and college outcomes.

Applicants must satisfy seven mandatory program requirements spanning program design, student support, and outreach. The project period runs from January 1, 2027 through June 30, 2031. Funding is allocated from the College in High School Opportunity Fund established in the FY 2026 State Enacted Budget; specific award amounts and application details are posted on NYSED's Funding Opportunities webpage.
