About this opportunity

Tohopekaliga Water Authority (Toho) has issued an Invitation for Bid (IFB-25-041) for Collection System Cleaning and Inspection Services in Polk County, Florida, seeking to augment its existing sewer maintenance capabilities. The procurement focuses on cleaning and/or inspecting approximately 150,000 linear feet of gravity sewer system, with roughly one-third designated as high traffic or high flow areas. Contractors must be prepared to perform services including sewer cleaning, CCTV inspection, or both, with capabilities spanning lines from 6" to over 24" in diameter and various cleaning intensity levels (light, medium, heavy, and mechanical). The solicitation requires comprehensive unit pricing for services such as mobilization, bypass pumping, manhole inspections, and service lateral inspections. A non-mandatory pre-bid conference is scheduled for October 3, 2025, at 10:30 AM, with electronic bid submissions due on October 23, 2025, at 2:00 PM through the Bonfire platform. The initial contract term will run through October 31, 2027, with options for two additional one-year renewals, and Toho will award the contract to the lowest responsive and responsible bidder.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must comply with Florida statutes, including E-Verify requirements and public records laws. While no incumbent vendors are identified, the contract will be funded through Toho's operational budget, with the total base bid determined by submitted unit prices. The bid documents indicate significant flexibility in scope, allowing Toho to adjust quantities and service requirements as needed. Contractors must also adhere to the detailed Materials and Manufacturers Approval List, which specifies precise technical standards for infrastructure components, including specific requirements for pipe materials, valves, manhole components, and rehabilitation coatings. Although a precise budget range is not specified, the comprehensive unit pricing structure and the annual condition assessment scope of 150,000 linear feet suggest a potentially substantial contract value. Successful bidders must demonstrate technical capability to work with various infrastructure materials and meet Toho's stringent manufacturing and performance standards.

Opportunity text

Tohopekaliga Water Authority (Toho) maintains approximately 1,346 miles of gravity sewer within its service area. Toho's Collection System Action Plan calls for a tiered approach to identify and reduce the Inflow and Infiltration (I & I) that enters the collection system. This tiered approach starts with desktop analysis to identify lift station areas with excessive wet-weather runtimes. An inflow abatement program is initiated annually to address the areas with excessive runtime. Included in this abatement program are smoke testing and flow monitoring to identify potential deficiencies attributing to the I & I identifying scope for CCTV follow up. In addition to the Collection System Action Plan, scope may be driven by high consequence locations or road projects. Toho is seeking to augment its own sewer cleaning and inspection capability with contractor services. These services would include EITHER OR BOTH sewer cleaning and sewer inspection services. Contracted services would primarily be used in heavy debris, high flow, and larger diameter mains or for collection system located in areas requiring maintenance of traffic (MOT) for cleaning or inspection work. The annual condition assessment program scope will include approximately 150,000 linear feet. of collection system. Of this scope approximately 1/3 may be designated as high traffic or high flow. Note that the contractor may be directed to only clean, only CCTV or both clean and CCTV gravity sewer based on the owner's needs.
