About this opportunity

The North Carolina Department of Agriculture, Structural Pest Control and Pesticides Division is requesting proposals for collection, transportation, and disposal or recycling of pesticide mini-bulk containers (56–499 gallons) across 39 counties and one Indian Reservation designated by FEMA as Hurricane Helene-impacted areas, with proposals due October 19, 2026 at 2:00 p.m. ET.

The scope covers approximately 25 collection events annually, with an estimated 750 mini-bulk containers and 15 cubic yards of contaminated empty carcasses requiring disposal per year. The vendor must provide all materials, supplies, equipment, and labor, with a minimum of two personnel required per event. The contractor will be listed as the generator on manifests, must obtain Certificates of Compliance from the final Treatment, Storage, and Disposal Facility within 60 days, and must submit quarterly progress reports. All work must comply with EPA, DOT, and OSHA requirements and applicable environmental regulations. The contract may include optional education and training components for pesticide dealers.

The initial contract term is one year beginning October 1, 2026, or upon execution, whichever is later, with the State holding options to renew for up to two additional one-year terms. Pricing is submitted on a unit-cost basis via the Cost Proposal Form (Attachment A) for three line items: event setup, mini-bulk containers for disposal, and cubic yards of contaminated carcasses. The contractor bears responsibility for regulatory violations, fines, or penalties from non-compliance.

Evaluation will use the Best Value method by committee consensus, ranked in descending order as: technical approach, vendor experience and references (requiring at least three hazardous waste disposal contracts from 2021–2024), project organization, responses to vendor questions, and cost proposal. Vendors must demonstrate experience with public or private sector clients of similar size and complexity and provide financial stability certification. Written questions are due October 9, 2026 at 12:00 p.m.; responses will be provided October 14, 2026. Transition assistance of up to four months is required if the contract is not renewed.
