About this opportunity

The City of Gainesville is requesting proposals from qualified attorneys to serve as Code Enforcement Special Magistrate, conducting quasi-judicial hearings and issuing orders on City Code violations under Chapter 2, Article V, Division 8, with proposals due July 28, 2026. The City intends to award to one primary firm and may award to a secondary firm to serve when conflict of interest prevents the primary vendor from hearing a matter.

The scope requires attorneys capable of holding quasi-judicial hearings, issuing legally binding orders, and adjudicating violations of the City Code of Ordinances. Prospective vendors must demonstrate qualification to practice law and hold quasi-judicial authority in Florida. The RFP documents include a draft contract, state law affidavit, and detailed enforcement magistrate specifications in the attached Code Enforcement Special Magistrate RFP.

The City covers Alachua County and the Glencoe CDP. No estimated contract value, term length, or incumbent information is provided in the source material. The evaluation criteria, fee structure, and performance requirements are contained in the attached RFP and draft contract documents. Questions and timeline details beyond the July 28 proposal due date are not specified in this notice.

Opportunity text

It is the intent of the City of Gainesville to obtain bids from qualified attorneys capable of holding quasi-judicial hearings and issuing orders in matters involving certain violations of the City Code of Ordinances in accordance with Chapter 2, Article V, Division 8 of the City Code of Ordinances. It is the intent of the City to evaluate the proposals received, negotiate with the selected proposer(s) and enter into one or more contracts for the provisions of services described in this Request for Proposal.
