About this opportunity
The Texas Health and Human Services Commission is requesting bids for Coca-Cola products to supply Vernon State Hospital under IFB HHS0017812, with bids due August 12, 2026 at 10:30 a.m. Central Time.
This is an indefinite-quantity contract for beverage products (NIGP Class/Item No. 393-77) specified in the pricing sheet (Exhibit C). Bidding is open and unrestricted; no set-aside or preference program applies. All respondents must complete and affirm 62 certifications covering debarment status, franchise tax compliance, human trafficking prohibitions, E-Verify usage for service contracts, cybersecurity training requirements, and compliance with Texas statutory mandates regarding boycotts of Israel and energy companies, discrimination against firearm industries, and abortion-related services. Respondents must disclose any artificial intelligence systems used in contract performance and report pending legal or governmental proceedings that could impair performance. The binding offer period is 240 days from submission.
Pricing must be submitted as firm, fixed prices on Exhibit C for the entire contract term, with all labor, equipment, materials, supplies, and related expenses included in unit prices. Price adjustments are permitted only at HHSC's discretion using the Consumer Price Index (CPI-W or CPI-U) for Region VI or in correlation with federal minimum wage increases, supported by U.S. Department of Labor documentation.
The initial contract term runs September 1, 2026 through August 31, 2027, with an option for HHSC to extend for one additional year at its sole discretion. Place of performance is Vernon State Hospital. Both HHSC and the Department of State Health Services may use the awarded contract.
Evaluation criteria are bidder's ability to meet specifications and delivery requirements, past performance verification through the Vendor Performance Tracking System (VPTS), financial capability, and price. HHSC reserves the right to make single or multiple awards based on best value and is not obligated to select the lowest-priced response. Questions or clarifications were due August 4, 2026; responses were posted August 5. Bids must be submitted electronically through the online bid room or in-person to the PCS office at 1100 W. 49th Street, Austin, Texas. No volume guarantee applies; all contracts are subject to appropriations and fund availability.
