About this opportunity

The Texas General Land Office is requesting proposals for coastal construction services to repair Sylvan Beach in Chambers County, with proposals due August 4, 2026 at 2:00 p.m. CT. An optional virtual pre-proposal conference is scheduled for June 30, 2026 at 11:00 a.m. CT.

The scope involves mechanically importing and placing approximately 2,800 cubic yards of beach-quality sand to restore an engineered beach with two cells divided by two rock groins along approximately 500 linear feet adjacent to Sylvan Beach Park at 636 North Bayshore Drive in LaPorte. The project is funded under the Coastal Erosion Planning and Response Act (CEPRA) as Project No. 1666 and addresses Hurricane Harvey damage. The contractor is responsible for obtaining all permits not acquired by the GLO and providing all labor, materials, equipment, insurance, and bonds. The anticipated construction duration is approximately thirty calendar days following issuance of the Notice to Proceed.

The approximate cost range is $450,000 to $500,000. A performance bond is required if the contract price exceeds $100,000; a payment bond is required if it exceeds $25,000. Liquidated damages of $500 per day apply if the contractor fails to achieve substantial completion within contract time.

Evaluation is weighted as follows: cost (40 percent), demonstrated relevant experience and qualifications (25 percent), technical proposal including methodology and schedule (25 percent), safety record and quality control programs (5 percent), and overall responsiveness and organization (5 percent). Respondents must submit a VetHUB Subcontracting Plan as Exhibit C and undergo financial qualification assessment using the GLO's Financial Statement Components Worksheet, which evaluates liquidity, solvency, profitability, accounts receivable, inventory metrics, and Altman Z'-Score. Questions are due July 15, 2026 at 5:00 p.m. CT, with answers anticipated by July 27. Anticipated contractor selection and notice of intent to award is August 25, 2026, with contract execution anticipated by September 30, 2026.
